It cannot. The only way DNA can be extracted from hair is when it has a "skin tag" on it, meaning it was pulled from the root and therefore contians skin cells on it from the person's scalp.

I am a biology major in the field of genetics. The main thing you need to remember is that the cell caries all the genetic material of an individual. Because the cell has died, doesn't mean that the cell stops carrying the genetic material. DNA is part of the cell. It isn't that hair indicates the DNA, it is that the DNA is always in the cell and can be accessed at any time if properly prepared. There is a lot to DNA, but when you crush up the cells and add the right chemicals to the hair follicle, you allow the cell to break also called lysing the cell. From this you can extract the DNA. There are many more steps, but when you have finished, you can do markers, which is how you identify the DNA by bands using a process called Souther Blotting. So just remember that cells always carry the DNA material whether dead or alive and this is also how crime scene investigators are able to find killers. They can use skin cells under fingernells, blood at scene, or even hairs found. The above statement is why.
