I have read Portuguese is a latin language so why isnt it consdiered latino then??

It depends, because different people ascribe different meanings to "latino". Portuguese is a Romance language and as such, is latino. So, in the scheme of things as far as language and being from Iberia goes you're latina.
But many people think of "Hispanic" = "latina". Spanish-speaking (or descended from Spanish Speakers), coming from Latin America (México, Central and South Americas) and usually now living in the US. (Shakira, Antonio Banderas, Salma Hayek)
And some people descended from Portuguese do get benefits based on "Hispanic" heritage. I know someone who copped my grandfather's Portuguese surname to get into a school (she was German/Irish).
So, some people might think you are a latina.

no, it it my understanding that the Portuguese people descend from the Lusos tribe which were the southern most Celtic tribe. (The Romans called Portugal Lusitanea). And since the Portuguese language is not Spanish, you don't qualify for any benefits aimed at Hispanic people. And racially, you are as connected to the Irish and Scots as much as the Spanish.
