Never unless you are in anoughter country the only way that flag goes down is when a president dies on a day of a presidents death or like the day we reconize pearl harbor> Thats it! Unless your in the south with the same respect but the confeteret flag flies with it! amen!

proper flag ettique says that no flag shall be flown at or above the AMERICAN FLAG. but although in the south they put everything WRONG.

No flag ever goes above it. And internationally, no county's flag is ever displayed above another, like at conferences and so on - they are always side by side at the same level.
