Will the new HDMI 3.1 for HDTV's allow for a better picture? When will the new ones come out?

The HDMI cables and plugs are going to updated to new HDMI 3.1 for HDTV's next year. Will I be able to tell the difference in the picture quality? Will it be like the clarity close to 1080P should be or will that make no difference? Which TV's will have them available?
