Though, even today, perfume is made out of foul smelling scents such as musk (this enhances the scent, don't ask me why, but it makes it so that the sweet scents mixed in smell...better) I do not believe that dog urine was ever used.
Though in the old days things were not a sanitary, most women would find that rather revolting, and I can't imagine it even being tested, let alone have it make a scent smell any better.
I'm no expert on perfumes, I may be wrong, but this is my opinion.

That's gross and not true, perfume was and is made even today with flowers, pressed diluted, soak the petals as well mixed in different oils.Today they do have a hundreds of different fragrance's but I doubt very seriously that urine is involved.
