Could anyone interpret the following sentence for me, please. To no one will we sell, to no one will we refuse

My interpretation is that you will neither sell nor refuse to sell. Probably saying that you are not taking sides in the matter... let's say there is an argument... you neither agree or disagree with either party. You are sort of like neutral and have no comments on either party's opinions.

They won't sell it because it's free to anyone who asks for it.
