I like this boy. We talk a lot and tease and junk. I can't ask him out seeing as I can't go out and I can't bring myself to actually come out and say "I like you."

Well obviously from what you said, you guys like to talk a lot tease and other junk talk. Some ways to find out if a guy likes you is that he smiles at you, funny jokes, bothers you, always hangs out with you most of the time rather than with his friends, and that he loves being with you. if you cant go out yet you must be young so just enjoy being friends. friends are always better because they will last a lot longer.
