She did not want a big church wedding, since she had been living with him for 4 yrs. I don't want to be uncouth, but I really would like to send some formal announcements to everyone. How can I do this without seeming to ask for gifts?

Simply send out announcements that after 4 wonderful years together, "Jenny & Bob" decided to quietly and discreetly get married on their own. You are simply announcing your joy over the event! If people want to give them gifts they can, but announcing the marriage is not asking for gifts. Congratulations !

Oh, that's simple.

Mr. and Mrs. Bride's Parents
and Mr. and Mrs. Groom's Parents (optional)
are pleased to announce that their children
Bride
and Groom
were united in marriage
on May 1, 2006 (or whatever the date was)
in Chicago, Illinois (or whatever the town was)

The groom's parents are optional. It depends on if you're sending the announcements to just your family. If you are, try this:

Mr. and Mrs. Bride's Parents
are please to announce the marriage
of their daughter
Bride
to Groom
son of Mr. and Mrs. Groom's Parents
.....

This is a formal announcement that just says they were married, without telling everyone that it was a civil ceremony (it isn't anyone's business, really). It also doesn't require a gift, although some people might send one anyway.

You would have a printed out Announcement :

We (your name) are thrilled to announce the Marriage of (Bride & Groom's names) by sending our Relatives and Friends this note asking You All to join us in Congratulating Them and Giving them Your Best Wishes.
Their Wedding took place on _____,2006 at the ______.

Please in lieu of gift's, Join in our Happiness For Them!

Just send the announcements. No one with class will assume you're asking for gifts. You're just spreading the news!

Maybe you could just throw a celebration dinner. By having a "dinner" rather than a "party", your guests will be less likely to feel compelled to bring gifts. Perhaps send out announcements stating:

Dear, ____________

We would like celebrate the announcement of (_______)'s recent marriage to (________), on the __th day of December, 2006. Please join us on ______ for a gathering of friends and family to meet the newly wedded couple. Your gift will be your presence.

Thanks and Very Sincerely,
_______________

Well you should ask your child what she wants to do, let her decide how she wants to do the announcement.
