does anyone know how to make , im not sure whats its called, but its candy, you make it mostly in the winter months because the weather has something to do with how it turns out, its like taffy, you have to pull it and pull, then cut it in small peices,

That's Taffy. It's a pretty easy candy to make, because the sugar only has to boil for a short time. Candy is weather sensative, that's why you have to make it in the winter. the weather has to be dry and cold or the candy won't set up right. Do some reading before you get started.

Ingredients for Plain Taffy (pulled)

1 pint corn syrup
1 cup brown or granulated sugar
1 tablespoon vinegar
½ tablespoon corn oil

Instructions

Combine the ingredients in the order given and boil until a little when tried in cold water forms a fairly firm ball, 252 degrees F.
Pour onto a platter lightly oiled with corn oil and when cool enough to handle, pull until light colored.
A few drops of flavoring may be worked in while it is being pulled.
Peppermint, vanilla and lemon are all good.
Snip into inch lengths with the scissors and wrap in paraffin paper.

It has to be super dry cold outside to make this recipe...

sounds like taffy to me, if you pull it then cut it into pieces.

Many candies have to have the humidity right to come out properly... pralines are notorious for not setting up in summer in the deep south.
