You don't have enough information here to be able to form a real opinion.

The numbers on the back are not any form of recognised registration or auction house notation that I am familiar with. They could be anything - maybe the number of the painting in the inventory of a house, who knows ?

"Miller" is a very common name and there are many artists listed with this surname.

What about the history and provenance of the painting ? Where did you get it from ? What do you know about its history ? When was it painted ? etc

With such limited information, your only recourse is to pay for a professional evaluation, unless you can come back to the site with more information.

is that all there is? you probably won't find anything on the computer, if you live near a university, go to the art department and ask one of the professors to look at it, or an art gallery may be able to help you, or an art museum (ask for the curator, it is their job to know a little something about such things)
it kind of sounds like something my mom had on the wall in the home i grew up in (infact on of my first memories is of that picture), but i don't know of the name on the painting i grew up with, (though there are millers in the mix of my family), and i never looked on the back...the frame was a cheap plain jane affair, though.
