on the telephone, for about an hour, and the conversation is coming to an end, and the gf is ending it, saying something like "okay, I suppose I should go, have a good night", and the guy just stays quiet and does not say anything, and then pretty soon the conversation starts up again, for another half-hour, and then the gf tries to end it again, and again just silence and then another half hour conversation, and on and on this goes, Why is this? Why does the bf not just say "good bye" and hang up? Why does he just sit there in silence?

does not want to say good bye due to the same reason and may be he is little shy or scared what woud u say if he asks u to stay on the phone...

Perhaps because he wasn't paying attention in the first place or perhaps because he was falling sleep after so much idle chatter.
Talking on the phone is nice for a while, but soon enough it becomes old as the relationship begins to mature a bit. This is normal. It is better to physically see each other, even if it is for a brief moment. Above all, watch your phone bill.

waiting for you to say you Love him, or maybe just because he doesnt want to stop talking to you. He likes hearing your voice and cant wait another minute without talking to you.
