You should spend time with him, talking etc. and edge the subject around to things, and people he fancy or like, and from the way he responds you should easily be able to work out if he just wants to be your friend, or if he would like to date you.
Depending on the impressions you get from this talk, you can decide how to progress with the relationship. This is a safe way of finding out if someone fancys you, without involving embarrising situations which you may not like.
