They should sit down with him and say that he has to move out in one week. They should refuse any excuses or requests for extensions -- they absolutely must be firm. These type of people get comfortable when they don't have to provide anything for themselves. They lose all motivation to do so and will not change until forced. They also have an inflated sense of entitlement.
If he does not leave, they should call the police. I hate to say it, but it may have to be done. Even if it hurts the relationship with the brother for the short term, he will most likely come around and apologize for his inconsiderate actions in the near future.

Free-loaders must be unloaded, plain and simple.
Tell him to leave and if he doesn't do it within ten days: Call the law if necessary. Or else, pack his stuff up when he's out, and send it to a shelter and later, give him the address to which it was sent. Also, if he has keys to the house or flat, then change the locks.

Tell the guy he has until X date to leave. On X day, give him an excuse to be out of the house (movie tickets or something). While he is out, move his stuff outside. Change locks. Turn out the lights and go to bed. Ignore racket outside.
