According to The Oxford Dictionary of Quotations, that is a proverb, so its origin is indeterminate.

This is just a subjectivist thesis, taken in the form of an adage. As such, it has been endorsed by numerous people, none of whom are the explicit originators. It has also been throughly shown to be highly problematic as a thesis by an equally large number of thinkers, and they never attributed the thoughts orgin to anyone in particular; rather, they just argued against whomever was its current proponent.
