You haven't made it clear as to what their positions, titles, and responsibilities would be and how you would notify the remaining employees. If the group at large is not notified of these promotions they might become angry, thinking the person is just bossing them around.

What I would do in your position is to make an announcement or a post notice that you are planning on adding new supervisory/management positions, what the responsibilities would be and you can then allow people to apply. You can still choose the people you were interested in to begin with or even approach them and suggest they apply. Those who don't apply will see without question that they are getting a new supervisor and what their responsibilities will be. This is how it's done in most corporate situations so there aren't any hard feelings.

Anyone who would resent a co-worker getting a promotion doesn't belong on the team!

It will be hard to convince them... here's why.It sounds like your small business is growing... you most likely grew it with great emphasis on team work ... They are bonded and see themselves as a team. The employees you are asking to become mangers most likely have great work ethic, are very hands on , get it right the first time type of people. It's hard for that type of person to manage... Secondly , it is VERY hard to accept a position of leadership over people you ve been "down in the trenches" with. They were hired as workers and up till this point not groomed or made aware that moving up was even a possibility.
These people you want to promote are close to your other workers and are able to best gauge what the reaction would be to them being promoted. The left behind ones will most likely not respect the promoted ones.
Heres an idea ...
Perhaps hire a new supervisor from the outside and then create a slightly lower position for the in house promotions. In this way that promoted persons are not seen as much as moving to the top so fast ... Also strive to create some type of management training program so that he workers know there is that possibility that they or another coworker may one day be in charge.

It's good to offer them a raise. You should also offer them a change in title. Something like "supervisor". If they keep the same title it will be hard for them to justify making more money than the people with the same title.

Talk to them and tell them why they better suite the position. I couldn't imagine saying no to a promotion and a raise. If they say no you could hire someone from the streets, and that may help change there minds?
