CALL the Police right now -- REPORT the Hit and Run Accident, and DO file the complaint. Take Photos -- and let the police investigate after that -- they will note the damage on your vehicle -- the color of paint that the vehicle which hit your car was (it left evidence on your car), and will start by sending out notices to local repair shops to look for vehicles with matching damage of that color in the local area.

I'm assuming it was hit and run- but if it wasn't then you should make a claim with the other person's insurance and have them handle it.

Report it to your insurance company anyway. They will tell you if there is uninsured motorist property damage coverage for you to use. Some states offer it, some don't. Make sure you report it to the police. Otherwise, with liability only and if there's no UMPD available to you, you'll have to pay for the repairs out of pocket.

Get on the phone and start calling body shops.

When body shops write an estimate, they all use "book" rates and prices because they know insurance companies are required to pay according to industry standard terms.

Explain to them that there is no insurance involved and you aren't at the top of the economic food chain but need to get your car repaired.

Eventually you'll find a shop that will fix it at a "thumbnail" rate.

In the ideal world- yes the police would do everything the first person mentioned. Does it happen? Absolutely not - they will take the report, note their were no witnesses or suspects- and drop the case.

If you do not have any coverage for your own vehicle as you suspect- you are out of luck. Nothing more to it.

See if anyone noticed the accident. Otherwise, you just have to fix it yourself since you didn't buy insurance to cover this.
