This girl danced with me last year. And in my yearbook she wrote, 'hope you liked dancing with me'. But in class she acts different. I am not old enough to date. So should we be friends or something?

Yes, befriend her. Then it can always turn into something more later on when you are old enough to date.

Of course! You two should AT LEAST be friends! What's it gonna hurt to add another to person to your "friend list"? You never know, maybe she will realize that she really likes you as a boyfriend sometime down the road when you are old enough to date. She acts different in class? Like she doesn't acknowledge you? If that's the case, don't get your hopes up, she's not worth your time!
