The ASPCA in Houston is one of the best in the country and will be more than willing to work with you to adopt a pet.
However, I must say that when you say "cheap" it is alarming.
There is nothing cheap about keeping a pet. Food, Grooming, Vaccines, Neutering (any pet from ASPCA will be neutered already) leashes, collars, toys, oral hygiene, and the most expensive part..... Emergency Vet expenses. Seems like any time something happens to one of our pets its after "hours".lol

All that being said, adopting a pet is a fulfilling thing to do, we adopted 2 of ours and I am forever grateful for them.

Please visit the local humane society, you'd be amazed at how many good looking, healthy, loving puppies and adult dogs you'll find there... young adult dogs are better, sometimes trained and most shots are included. These dogs had been evaluated to determined if they're a match and make sure they don't have behavioral problems... besides and most important: You will save a dog's life.

Dont feed your dog cheap food it will only lead to problems.Buy better food it will lead to less vet visits and it will be healthier. Do you like to eat cheap food?

We got a puppy for my mother in law from the shelter below, which is in Tomball. They seemed really nice, and they are a no-kill shelter. I just checked their site, and they have lots o' cute puppies right now.
