Depends. What are your interests?
If you like that European look and feel but also like to party on Friday and Saturday nights, you could try Montreal, Quebec.
There is great spring skiing in the Rockies in Vail, Colorado or up in Banff, Alberta
It may be a bit more expensive but you can try Iceland. They have natural hot springs and spas for relaxing and I hear they have quite a rowdy nightlife.
You can try Cuba instead of Mexico. Better value for the dollar and just as nice, but you may have trouble getting there from the States, since I think there are no direct flights.

This past March, my fiance and I and a bunch of friends went to London for our spring break. We had a blast! We still partied it up, but more at the pubs than at any clubs.

Hawaii ( cheap but underutilized would be the Gulf Coast of Florida ) - do you know anybody that took spring break there ? and it has the advantage of being in the US with familiar laws ( and the jails are much nicer )
