Your bird is VERY SICK. Take it to a vet immediately, otherwise I'm afraid you will lose your bird. Birds hide illness, when the owner notices its sick, unfortunately its normally too late. Keep your bird very warm,80-100 degrees. Pack the outside of the cage with COVERED hot water bottles. Cover the cage, draping a cloth over the back and sides to help keep warmth in. Please keep your bird in a quiet place, and out of draughts.See a vet quickly. I hope your bird makes a full recovery.

if you check the ring more closely you will see the breeders no and another number which will be the stock number, and give you some idea how late or early it was born in 06.
you say the bird is female and Albino, do you know this for sure or just guessing.
Has the bird always been fluffed up since you got it or did it just start recently. If it is a young one chances are it got a chill and along with being in shock its really not feeling good about itself.

When bird fluffed up this is not good, birds mask illness in the wild because illness is weak and easy for a preditor to attack. whatever it is that ails your bird has gotten a good hold and you need too act quickly,
Take it to a vet or another breeder, someone with a good knowledge of bird as soon as you can

Karen is correct, but I would recommend a light instead of water bottles since they tend to get cold.
If you're not going to take it to the vet, go to the pet store, Wal-mart,Kmart and get some Ornacyn Plus. It's a broad spectrum antibiotic.

Usually when birds fluff up that will help.
Is the stool different than when you first got it? It's easy to think a bird has diarrhea when their stools aren't solid anyway.

Does the stool have a foul smell to it??
If it's an albino you may not have it warm enough for it and that may be the problem.
Go get the Ornacyn Plus anyway.

You need to take your bird to the vet. You can find a vet at
http://aav.org/vet-lookup

The vet can examine your bird for diseases and teach you about proper budgie care.
