i would pick the one with a bathroom. you will get your privacy, when wanting the loo in the night etc, being able to go in naked etc. not worrying about someone walking in. as for decorating , you could easily put posters up or just go over wallpaper with paint that does not take long to do... you can do lots to a room without spending a fortune.

That depends. How much smaller is the room with the bathroom? Still, it seems to me that it's the better choice if you really want to decorate. BTW, why doesn't your mom let you decorate (I'm assuming that includes painting) the larger room? Maybe you could convince her to let you take that room by picking a nice paint color? A very pale blue or orange would work...it fits your decorating theme, but is adaptable in case you should move out of that room.
If she still doesn't agree to it, then take the room with the bathroom.

I don't know what age you are now, but I guarantee you that as you get older you'll appreciate that private bathroom more and more, especially when you're in a rush or your stomach is upset. If you keep the room tidy and prove to your mom that you're responsible, she might get a bit flexible and sooner or later, she may let you decorate it. You can also try negotiating a deal with her. Maybe she'll allow you to personalize one section (let's say the desk area) in return for extra chores or a good report card. As you get older, you'll probably get to decorate it the way you want anyway, so take the bathroom.

I would choose the one with the bathroom because it has more space and you don't have to that far if you have to go to the bathroom in the middle of the night. And the bigger the room you have the more Cubsstuff you can cram in. But needing the other bedroom to decorate your room makes the decision a bit harder.
This is only advice, make your dicision.

Tough choice! I'd pick the room with the bathroom. You can decorate without hanging things on the wall.

Just try to trick your bro. Try to manipulate him into thinking you want the room without the bathroom. so then he will feel jealous and he will want to take the room without the bathroom, ok.

nicely, in case you and the two different seniors agree that the junior might desire to get the smallest room, then the three of you will possibly desire to sit down down like adults and tell her...supply her the determination of the smallest room, or you will might desire to post an upload for yet another roommate..be counted settled.
