Well for starters she needs to go to the doctors and get Miralax, but for now try giving her a supository, but first give her warm prone juice or see if you can find some pear juice (or have her eat pears). If she can eat pears everyday after she is over the constipation then it will help so that this doesn't happen again.
The fact that no matter what you give her it may not soften what is already there ready to come out is where your problem is going to come in. So you are going to have to give her the supository and that will create a slick surface so that she can easily puch it out. She may need your help and you can set her on the potty and press down on her little tummy right below her belly button and this will help her to push.
My daughter suffered with constipation at that age and I had to do these things for her too. The supositories work very well!!

I know what you are going through my daughter did the same thing. cried for hours in major pain and the whole time the doctor telling me that I needed to push high fiber and juice. Well when they are that backed up it doesn't work. Anyway can you go to the hospital or a local Med-Check? But ask for a script of miralax. Its a powder and you can adjust the amount when you see how much is needed. The doctor will want an x-ray first to check for a blockage.

You will need her to see a doctor. It sounds very much like crohn's, celiac, or colitis. You should definitely try removing wheat form her diet. The fever with the constipation is a huge sign. Juice and raisins could even make it worse right now. Very ripe bananas or pure chicken broth are the safest foods. Please check out the website below and consider getting the book by elaine gottschall from the library. If it is celiac, colitis, or crohn's, this diet is a blessing, but you will ultimately need help form a physician.

There is some great advice specifically for the problem that your daughter is experiencing on Dr. Sears website:
http://www.askdrsears.com/html/8/T081100.asp
Here are some excerpts below ~
Constipation in Children:
The cause could also be emotional. Is your toddler going through a negative phase or emotional upset that may cause reluctance to have a bowel movement? When a person is upset, his or her intestinal functions may be upset, showing either diarrhea or constipation.
Your child may not be drinking enough water and/or fluids. Consider giving your child 2 to 3 extra glasses of water or dilute juice (¼ juice to ¾ water) a day.
Not enough fiber (fresh fruits and vegetables and whole grains) in your child's diet.
How do I treat constipation?
Add more fiber foods to child's diet. Fiber softens the stools by drawing water into them, making them bulkier and easier to pass. Fiber foods for older babies are bran cereals, graham crackers, whole-grain breads and crackers, and high-fiber vegetables such as peas, broccoli, and beans. (For a fiber-rich diet, see fiber foods.)
Get moving. Exercise improves digestion and speeds the passage of food through the intestines. A moving body gets the bowels moving, too.
Wiggle it out. As soon as you insert the glycerin suppository, wiggle it a bit, which stimulates the tense rectal muscles to relax and eases the passage of the hard stools.

One of the more common causes of constipation (that most people don't realize) is simply dehydration. Sounds silly doesn't it? Truth is a majority of people don't drink enough water, which causes constipation. 8-10 glasses each day is necessary for proper colon health. Drink up!

Have you tried prune juice? That is usually the best solution. If you can't get into see a doctor, just pop down to the chemist and see if they have any over the counter remedies that might help. Also what is her diet like? Make sure she is getting plenty of fruit.

My son had the same problem, he also has a urinary condition that can have an effect on the constipation. Our urologist told us to cut back on all dairy products, limit the cheese, only serve half a banana at a time and not every day, try to keep milk to meal times only not snack times, and try to offer more "P" foods, plums, pears, peaches, prunes. Good luck.

~She's got to be just miserable. Sitting on the pot most of the day pushing just isn't right. I would take her to urgent care, especially since she has a temperature with it. Surely they can give her something to help with the constipation.
It could be anything, and constipation and a fever are just symptoms of something else going on.~

I have seen infant constipation medication at the grocery store. I can't remember what it was called but just go look near the adults. You can also try prune juice. Or try giving her some benefiber in her juice.

Until you see a doctor, have her drink a full 16 oz glass, and more if she can handle it, of Apple Cider. That should make her bowels move within about 20 minutes, and she'll be sitting on the toilet for another 20 emptying them!
