Take her to a doctor. They could be carbuncles or some other nasty kind of infection or skin parasite. Then again, they could be nothing. But I'm one of those, "better safe than sorry" types.

All of the previous answer are possibility, abuse, self abuse etc., but it could be something a simple as a skin infection. Does she play sports or engage in an activity where she could injuring herself. Could she be carry something like a musical instrument that is leaving marks on her arms? How about work? Is she a fry cook getting grease burns? It you are worried, and I would guess you are, you should have her seen by a doctor familiar with skin condition and teens.

Does she have a boyfriend? he could be abusive! If not, they could be a ring worm infection or just really dry skin. Either way, you need to take her to a doctor immediately.

Maybe they are cigarette burns and she's not telling you. Or maybe they are stretch marks forming...? I'm not sure, but I'd keep a close eye on it.

It could be a sign of depression. Also, it could be a skin condition that could mimic lesions as cigarette burns.

well, maybe they are cigarrette burns. i knew a girl who used to burn herself with cigarrettes all down her arms. it might not be, but maybe you should take a closer look at them, and talk to her.
