Sometimes private parties will have an open bar for an hour or longer. Sometimes they limit the selection, it depends. Clubs, for the most part don't do this unless it is a private event, or there is a large cover charge. If you find yourself at one of these w/ an open bar, don't overdo it; I have seen many, many people make complete fools of themselves at such event. And they probably feel like they are going to die in the morning.

Open bar means that the drinks are complimentary, but it's always a good idea to tip the bartender. I find tipping really well (like $5 per drink) on the first round gets you remembered and taken care of quickly for subsequent rounds.
