My personal experience with animal control and the Humane Society is since it's a pigeon, they euthanize it.
You say the wing is sticking up and not drooping. This tells me it's already set and it has been living with the break and managing to survive. It's kind of like a cat who chooses is owners.
It takes three days for a bone to set in a bird. I usually leave the splint on for a week, but change it after three days.
Is it a compound fracture? Is the bone sticking through the skin?
Is the area where the break is feverish?
If not and it has already set, it looks like you have a new pet.
Just buy regular wild bird seed. If it wants what you're eating give him that too. No salt or chocolate.
They're wonderful and can be tamed if they're not already.

i found a pigeon with a broken wing i phoned the RSPCA and the next morning they come and took her away and like put a splint on her wing but over nighti put her in a washing basket with lots+lots of towels for comfort! get well soon pigeon

you should call the local humane shelter, or the nearest state park nature center. they tend to have experts on birds. im not sure you can splint bird bones because they are so different from other animal bones. (i believe they are thin and hollow for flying purposes). i would definentaly call an expert though.

call your local animal control and they will come and get the bird and do what is best for it depending on the break they may have to put it down because it will never be able to fly again but hopefully they will be able to fix its wing and release it back into the wild

if you have a vet that deals with birds take this bird there and they will fix the wing if it is possible and will give you all the info you need to care for it until it's healed.

Contact veterinarians and shelters in your area to see if there is a bird sanctuary or bird rescue. They know what to do. Birds are very fragile and require certain diets and care. Plus too much handling terrifies them and can make them sicker.

Well, first just wait till you think it will heal. That usually takes from 3 to 5 weeks. Stay patient and it will learn to love you, but try not to get to attatched. Keep it warm and comfortable, if there are any cats around keep them away.

If you have any animal controll facilities around take it there. I used to work at a wild life park. They will know what to do. ASPCA, Zoos or any Wild life concervation places should be able to help. Call them in advace to verify that you can take them there.
