If your a girl, how would u react if i came up to u with a rose and told u that i was keeping an eye on u lately and I think you are special for me even though we didnt meet and that ur very pretty , i wanna get to know you and my name is *****........even though we didnt met before, would it feel weird?

if its weird how can i make it not weird?

hmmm.....thats a good question. if a guy came up to me and said that i would be a little suspicious and wary, cause i would think theres somethin wrong, like hes dangerous or something, ya know? but if i were you i would cancel the rose and dont say that 'i think your special for me' just say, "hi i've noticed you lately and you seem like a very interesting person, and i would like to get to know you, my name is ____. keep it simple and dont try 2 hard. but i think thats a perfect way to start a conversation with a girl, and i would love to have a guy come up to me and say somethin like that , all i get is cheesy pick up lines.

Yes, it would be weird and stalker-ish, especially the "I've been keeping an eye on you lately" part.
It is overbearing to pretend you have deep romantic feelings for someone you've never even spoken to. You know *nothing* about her, except for her physical appearance, so how do you know she is special? She could be an utter biyatch for all you know. Your "compliments" come out rather hollow and insincere.

I strongly recommend ditching the "I've been keeping an eye on you lately" line unless you want a face full of pepper spray and a restraining order. Also ditch the "you are special for me" line.
Try something simple and honest, like "I know we've never met, and this sounds totally forward, but I would love to give this rose to the prettiest woman here." (it's cheesy, but at least it's honest.) If she takes the rose, then introduce yourself, ask if you can sit down and talk with her for a bit, get to know each other. If she refuses the rose or gives a excuse, just say, "sorry for disturbing you" and walk away (do NOT let her see you offer the rose to anyone else, and do NOT offer it to anyone who saw you offer it to the first girl; that's just tacky).

Yes. It'd creep me out. The part where you would say "I was keeping an eye on you" seems very stalker-ish. If you want to impress a girl, the flower is okay, but just be careful with your wording. Don't come across as a stalker, desperate, or too strong.

For me, yes. But I think it would depend on the type of girl you are trying to get. I'm the kind you doesn't like being suddenly hit on, but if you're in a dance club full of singles it'd be slightly less odd than being tracked down at work or something. I would just talk with her and forget the extravagance. Save that for a date or something.
