A very small Local PD
Smaller PD's have been easier to join (so I've heard) but they usually come with a lot of politics. I have heard a lot of complaints by many of these officers.
By looking for the easiest to join, something is telling me that you don't have that great of a history. If you do decide to join anywhere, you have to at least send an application to 5 different PD's. County, State, City, whatever. This will increase your chances!
If you do have a sort of "Shady" past, you may not qualify in any place...

Try county. Sheriff's departments are usually understaffed all the time. You might have to start out as jailer, but there's a good chance you'll see the streets before too long.

None of them are actually easy. You will of couse have to take a civil service exam first. If there's a small town with an opening, I would say they are more lenient. State Troopers would be the most difficult
