hm.. let's see shirt that comes off the shoulder a lil.. and hair thats comes below your shoulders? I say put half or all of it up.. and make it real nice.. not sloppy.. curl it.. ad some bounce to it... make it look volumised.. leave side swept bangs down if u have them,, they look so adorable! when u put it up u could twist it up and secure it with a clip, then let the hair that isn't twisted hang over the clip, but make sure that the hair hanging down is curled, if it's straight you'll risk the chance of lookin like a rooster, trust me, I've seen it happen before

If you want to look more on the formal side, put it up, french twists are popular now and are so pretty with an off the shoulder top and beautiful earrings. You might have someone else do it for you. Otherwise, if you hair is straight, just use a curling iron and curl it under or flip it up. Just do something different than your usual style so you look more "dressed up". Good luck and have fun!

With an off the shoulder top I would defiantly wear your hair up to show off your neck and collar bone. Top it off with a pretty necklace to accentuate the area even more.

I love the big bouncy curls look for hair your length. Use large hot rollers, set & remove, tip your head upside run your fingers thru your hair & lightly spray. (like the vs models hair) so simple but gorgeous! good luck, have fun!

Since its semiformal you could leave it down or put it half-up. Try setting it in hot rollers fora few hours and then putting the curls up with a pretty clip.

I suggest you wear it up, because it would probably work in favor of your exposed shoulder. Why have it exposed, but hide it with your hair? Wear it up and accentuate with some pretty dangling earrings.
