If a woman hugs a guy buy putting her arms around his neck and her breasts all up on his cheast is that normal? Or is she trying to get a rise out of him if you know what I mean?

Yes, that is normal for a girl or lady when she hugs her guy. I believe that it shows that she cares about him. Also, sometimes it has to be done that way because the guy will be taller than she is.
