This is an incomplete question. You are the citizen or permanent resident of which country and which country in Europe do you wish to travel to. If you are the citizen or permanent resident of USA, then for traveling to most countries in Europe you donot need a tourist visa under the Visa Waiver Programme. Check with the embassy for the country you wish to travel in Europe.
