OK, so I'm not law enforcement, but I have a couple of colleagues who are full-time law enforcement officers (one works for the Georgia State Police and the other for the Montgomery County Sheriff in Alabama) who are also in the Air Force Reserve. Here's the simple answer: You can be civilian law enforcement and military at the same time if you're in the Reserve or National Guard. If you want to be active duty military you would have to take a leave of absence from the police force or resign altogether.

Yes. My Ex-Partner, who served in the Navy during Viet Nam, joined the Coast Guard Reserve and put in over 20 years of service while he was a Police Officer. When Operation Desert Shield began, he was among the first called to serve as he had become a cargo specialist. He was also among the last to come back home.

Not at the same time, each is a full time carreer, you could become a state officer after retiring or after serving a couple tour of duty in the coast guard.

You can be in the "national guard" and be a police officer,

The only law enforcement agency that I have ever heard of that doesn't allow (Legally) personnel into the reserves or national guard was the US Secret Service. Even then I think it was only certain positions.
