If this was my problem,, the first thing I would look at is the host. Congressman,,, that tells me professional. Secondly, Wear Christmas attire, that tells me something casual. So, I would go dressed casual but sharp, and something a little more fitting to the "Winter" season. Bascially... LL Bean meets Brooks Brothers.

I would wear something rather dressy and festive. Considering that it is your Congressman's holiday party, I would probably avoid the Christmas tree earrings and the Santa hats. The rule of thumb I would follow would be to wear something you would wear for your family's holiday portrait.

A suit made of money so that your Congressman can pick the tree clean and not be indicted by the Attorney General. Santa you know is not a registered lobbyist (unless FEDEX hired him)

I would say go pick up one of those Playboy Santa's Helper Outfits so you can blend in with the other HO, HO, HO-ES that will be attending the party to take in the ... ear! (Not a comment against you, just political B U T T kissers in general)

Something reflective of Christmas - reds, greens, golds, maybe a snowman costume, that hideous sweatervest grandma got you last year, whatever.

I would say red or green. You might consider a festive decorated sweater, sweater vest, or sweatshirt.
