It would depend on where you live, each state may be different.

In Maryland, they would require both a license and insurance to purchase a car.

It will depend on the state you live in. Most states do not require a drivers license to purchase a car from a private owner. When it comes time to title and register the car then most states do require a drivers license and most states require proof of insurance. If you purchase a car from a private owner you still can not drive it until you have a drivers license. Also most states require insurance to drive even if you have a license.

If you purchase a car from a dealer or other commercial seller you will need a license as most dealers require proof of insurance and drivers license even if you are paying cash. Typically this is a state law for dealers. IF you plan to finance or lease your car you will 100% need a drivers license and proof of insurance as ever bank out there wants those two things before approving a lease or loan.

Check with your local department of motor vehicles or police department they will give you all the answers you need for your state and local city. Also you can call an insurance agent to get many of the answers.

You do not need a Driver License to purchase a car or you do not need to have the vehicle licensed for that matter. You could have it towed or hauled to your own storage place or private property. But you will be unable to drive legally on the Public roads.

No, you don't have to have a license to buy a car. But you do have to be of legal age to have it put in your name.

In Indiana you do. Check your states BMV or DMV site and it should be on there. Yea you could buy one off an individual for cash, but you wouldn't be able to drive it. Usually it's necessary for insurance companies to cover your car. The only other option is to have a trusted family member put it in their name, but then they take on a liability risk.
