i have a 2005 nissan murano and i want to put the film tint on my tail lights so it will kinda blend in with my paint job is it legal

No, they are NOT legal in Virginia. You'll find that most mods to your vehicle are illegal in VA (window tint, under-carriage lights, etc)

Check with the place you get your car inspected. I have a feeling that it's no as I have never seen them on a car. Your local car inspection station - WalMart, Firestone, etc. should be able to tell you. (The law changes all of the time.)

You might just call the local State Police HQ near you to be on the safe side but that doesn't always mean the inspections station will pass it if it is legal. I had a devil of a time with the inspection station my husband uses because they wanted to put the inspection sticker on the side of my $20,000 horse trailer! It's perfectly legal to put it on the tongue but they refused. I had to go to another inspector to do it for me.
