You can't change the language. You must buy the operating system in another language.

Most Windows XP installations install all language files on the computer so there might not be much need to re-install it.

Go to Start > Control Panel > Date, Time, Language, and Regional Options > Regional and Language Options
Click the "Advanced" tab in the dialog window then choose your specified language in the drop-down box.

Flux.

You can change it in Control Panel -> Regional and Language Options. Or you can use Microsoft Applocale to start the program you want to run in another language. Visit http://www.microsoft.com/globaldev/tools/apploc.mspx

Download and install apploc.msi on your computer. It works pretty good.

There are two ways to do it:
1. control panel>language and regional settings> change to your choice there. Make sure you enable the language bar(you find it by clicking on the details on the language tab). then you can switch between languages by clicking ont he language bar icon in task bar.

if this does not work, just download language interface pack from microsoft and install. it will switch your setting automatically. Very easy. You can uninstall to switch back as well if you like.
