The short answer is that it's the light fluffy part that flies away with the seed to spread the growth of the thistle, which is a prickly plant with a purple flower.

Kinda like how dandelions go from being yellow to having all that white fluff that you can blow from it?

He was saying that they really flew in the wind.

Down is the soft fuzzy stuff which grows on the thistle plant. Have you ever heard of the down on a duck (feathers)? The down of a thistle is soft and is blown away by the wind to spread the seeds like a dandelion.

thistle is a type of plant kind of like a weed so i guess it means that he flew away really fast if it was fast as a plant that already grows from the ground.
