There are some VERY nice chairs for sell with a dining table. They aren't as dark as I'd like them to be though. Since the cushions are still wrapped in plastic would I be able to sand them down, and paint it another color??? What kind of paint would I use. I want black... Thanks!

sand thoroughly for tooth, mask any areas you do not want to paint tightly, and use good old Rustolium black...not a rattle can of spray paint, those things really don't work well for furniture, use a brush or rent a conventional sprayer, or hire someone to do it.
lacquer will cause the factory finish to blister, do NOT use lacquer. use an oil-base enamel type paint for maximum adherence and durability.

It isn't difficult to take the cushions off and it will make your painting MUCH easier. Also, you will be able to remove the plastic more easily. Turn the chair upside down and you'll see the screws that hold the chairseat on. Just unscrew them. While you are at it, get some really cool fabric and a staple gun. Replace the old fabric with new. It's easy! Paint the chairs with an oil-based paint. Black paint looks best when you get a glossy black. Don't get a flat paint.

If you want paint then sand, primer and paint with a very good enamel paint and several coats of it. I would use a brush, let it dry a long time between coats and after it is all done, a very good sealer.

Chairs get a lot of use and without doing all the steps, they will just wind up with paint coming off and you having to redo it all again.

Make sure it is paint and not a dark stain you want.

Sure lightly sand or fine steelwool,just to remove dirt and wax.Might lightly primer first,then paint.Myself i'd use a real dark wood stain not paint.

You can paint but must sand first to get the paint to stick

I wouldn't go with paint look for a dark stain like mahogony.
