I assume you're talking about a driver's license. You won't need a driver's license to purchase a car, but you'll need one to drive it, or to get insurance on it.

No, you definately don't need a dealer's license. A dealer's license will allow someone to buy and sell a vehicle without titling it. You'll want to title it.

yes...absolutely if you finance because you will have to have full coverage insurance before you can leave with the vehicle. If you are paying cash you will need it to register the vehicle with the motor vehicle department.

You won't need one to buy it off him. You will need to one to get it registered and for insurance purposes.
