I have been a licensed daycare provider for 20 years. For determining adult to child ratios in our state, Michigan, under the age of 18 months is considered an infant. As a home daycare provider I can have 2 infants at any one time in my care. The second age group classification is 18-29 months. The last classification is 30 months and older. I suppose you could consider the groups to be infant, toddler, and pre-school, but the state regulations do not use those terms. I would consider an 18 month old child a toddler.

in the journey that they are strolling then i imagine many imagine of them as toddlers. yet because the favored age of strolling (9-15 months) can a great deal variety from toddler to toddler then i am going to thoroughly understand why they try this. As with techniques from age 18 months all toddlers - except they have clinical issues are strolling

infant is under 1, toddler is 12 months to 36 months, and preschooler is 3-5
