If you are a U.S. citizen, then you do not need a passport for Hawaii. Hawaii is part of the United States.
If you travel to the Caribbean, Canada, Mexico or other places outside of the United States, then you will need a passport starting January 23, 2007 for air travel.

To be honest about it the rules are:
1. A passport is not required as long as your flight to Hawaii originates in the U.S.A. and your exit flight out of there is destined for somewhere in the U.S.A. This includes remote U.S. places like Alaska, Puerto Rico, U.S. Virgin Islands, and Guam. However, some security personnel are having doubts about some types of "government issued identification" from some states, and problems can arise if your name on your boarding pass and identification do not match with spelling or use of a first name vs. a middle name, so it may be best to bring a passport anyway.
2. If you are going there from Canada, either as a Canadian or a U.S. citizen, then a passport is required.
3. Expect a customs inspection when you arrive. If arriving from a flight from the U.S.A. you will be subject to Hawaiian agricultural customs. This means that you will have to fill out a declaration form on the plane or ship before you arrive, and if you have any animals, plants, or agricultural items with you, those are subject to inspection. They are particularly strict about bringing animals and plants into the islands, and there are strict rules about bringing in dogs and cats.
4. When leaving Hawaii, you will be subject to a U.S. Department of Agriculture inspection that involves having all your luggage X rayed and possible hand searched before you board your flight. If you are leaving for Canada, Canadian Customs will do the inspection when you arrive in Canada.
5. There are a lot of rules about this issue. You need to check these carefully before you go to the airport. There are websites that provide detailed information concerning U.S., Canadian, and Hawaiian regulations that you need to know before you travel.
