Actually that is not uncommon. When the dog was spayed the vet had to stitch two separate areas. There is a row of inside stitches and the outer skin gets stitched as well. It is not at all uncommon for the outer stitches to bulge. It is probably fluid that has built up at the site. I would call the vet and ask if you should wrap the dog or not. Once I had a female that needed wrapping for a few days and she did quite well.

Phone the vet who did the operation. (S)he will tell you whether or not to bring the dog in and otherwise what to do. Could be normal or a sign of infection. I can't tell without seeing the dog. You must contact the veterinarian it may mean the difference between life and death for your dog! The earlier that antibiotics are used the more effective they are, so don't delay!

Sometimes a slight bulging (or swelling) is normal, but if the area is red, and it's actually bulging, then it might be infected.
Take the dog to the vet.

The best thing you can do and know for sure, is to call the vet that did the surgery and tell him what you see, and let him decide whats best.He's the only one who would be able to tell you what's going on and how to fix it.Good Luck
