There could be lots of reasons. Depends what happened before. If you are THE ONE, he will call. He may hesitate cause he's nervous as hell... but he will call.
And do yourself a big favor, NEVER take the advice of someone who tells you to treat someone else mean. There is no profit in doing that. How do you think men get the idea that all women are nasty stuck up bitches? It's because of that sort of advice. Just be yourself. If you like a guy tell him. Gee, imagine that. "Hi. I really like you and I'd like to go have a coffee with you." Any guy would jump at that.

They don't want to seem to eager or seem to desperate. They want to play it cool. You know that. Cause if they were to act all excited and call you real soon, it would be like saying hey I am really into you and then you'd lose interest to quick. It is all about the chase and trying to not show the other you like them to much to keep them intrigued. That's all. It is how the game is played.

when a guy does that..usually hes either not gonna call, or hes tryin to play it cool and wait a bit so he doesnt seem to pushy and like he neeeds u. lol if he called the next day it wouldnt be 'manly' lol these guys today gotta keep up the 'player' act

Because if he calls too soon, you'll freak out, screaming 'creepy stalker guy' and not want to go out with him.
The time before calling has to handled incredibly delicatley, too soon and you're a stalker, too long and you come across as not interested.

I think it is either they have too much to do with their "boys" or they might be waiting for you to call. So if he doesn't call, you make the first move and call him and then ask him why he hasn't called you. Be understanding!!!!!

we know that women hate it when guys are "clingy" and women like you more if you play hard to get. So if we call you right away you know we like you and you will pull away. But if we make you wait you'll want us more, because you think we're ignoring you

Its the two day rule. I have five brothers, they said they don't want to seem desperate or too anxious, so they have to wait, and sometimes it kills them to have to do so. I think its a stupid rule but hey...thats guys for you.

sometimes even if they do really like the girl.

It's probably not you...they just aren't into calling and talking about the daily gab like you do. Females tend to be more verbal when it comes to expressions.
