This question makes the assumption that we always use language to think. I'm not sure if this is true.
But deaf people, assuming they know a sign language, do have language. So there's no reason to believe they can't use that language in their heads.

IF they are deaf from birth, they do NOT have "voices in their head". At one time a deaf person was taught to talk by feeling the vibrations of their throat. I'm sure there must be other ways but I don't know what they are.
In some deaf people, I am sure the "hearing nerves" are ok but the vibrations of sound does not reach the nerves. Special ear phones placed on the bone by the ear can get sound thru to the brain. We are learning more and more and I'm sure that sometime, in the future, there will be a lot more technology developed. I hope so.
It seems like some people accomplish this technique and end up talking very well. Others seem to not grasp it as well and have trouble making words. Good luck. Pops

Deaf people are no different than you or I, only thing is, they cannot hear sounds, to include their own voice or noise they make with their mouths because the audio conduction system in their heads is messed up.
Please spell your words correct, it is deaf, deph is a poor spelling of depth and is not even close to deaf.
Many of these people live very normal lives and communicate often better than we do.

That's actually not a bad question, but if I spelled deaf "deph" I would probably refrain from calling anyone dumb.

What is a "deph" person?
You may want to seriously reconsider calling others "dumb people" as your ignorance is showing.

Thats a weird question... Logically it makes sense that they wouldn't have that inner voice, but I would like to think they would
