Because he gives you the CHOICE, the FREE WILL, to either believe or not believe. If you hear His Word (whether at church, through a Bible study group, watching Bible-based sermons or teachings on TV or just reading the Bible on your own) and still disbelieve and refuse to follow God and accept Jesus Christ as your personal Saviour, then you have rejected Him, not Him rejecting you.
By Him giving you the choice to either choose Him or not choose Him, that does not mean, by any means, that He doesn't want you to come to Him. He wants all His children to come to Him and know Him and live according to his Word. But because they have the free will to make their own decisions, not everyone will do that. Those decisions will determine what will happen to them for the rest of eternity: they will either exist in conscious torment in Hell or in Heaven.
If you want to receive God's blessings:
• start reading the Bible daily, whether you read one page or one chapter, or a whole book (ie book of Mark, book of Galatians, book of Jude, etc). The The point is, read daily.
• pray daily. A few things to start out with is understanding of God's Word, so that when you read the Bible, He will give you the full understanding of what you are reading, what He is telling you. Forgiveness of your sins, and you can name them off one by one (naming them off is like your acknowledgement to God that you have committed them), but in doing this, you should be serious and sincere that you do not want to continue committing those sins and that you want forgiveness of them. He is not like us humans: we may choose to forgive someone of a wrongdoing against us, but we never forget it. God does forgive AND forget. You should never, ever pray for patience. If you do, you will wait and wait, in turn, teaching you patience. For God to open the eyes and ears of your heart, so that you may be perceptive to what God is trying to tell you. Also may pray about problems in your life, such as financial problems, family problems, whatever. Pray with conviction and authority. And don't be afraid to pray for things that may seem impossible or out of reach, or too grandiose. First of all, nothing is impossible with God. And God wants His children to have the desires of their heart. So don't feel you are asking of too much or that you don't deserve something. You have not, because you ask not, or because you ask askew. Meaning you don't have because you don't ask, or you ask with the wrong intentions.
• start going to church. You will hear and learn God's Word, meet people (many churches have "small groups" which people with a particular something in common get together like Singles or College-age, or Men / Women groups), and some churches have opportunities for people to go up and "receive a word," which is basically a prophetic word, after church service. Prophetic word is something, say you go up there and the pastor might pray with you first, then afterward God will give him a message to pass on to you. The message may be something pertaining to something you are dealing with in your life at the moment, or it might be just something more general.
• watch Bible-based sermons and teachings on TV. There are several 30 minute shows and some are 1 hour and others that are longer. A few of the shows I enjoy watching are The 700 Club, Enjoying Everyday Life (w/ Joyce Meyer), Manna Fest (w/ Perry Stone), Paula White Today, Breakthrough (w/ Rod Parsley), John Hagee Today. If you take the time to just sit down and watch, there will be messages that pertain to your life or problems that you may be going through--and that is no coincidence. Just check your local listings.
• Have faith and trust in God, no matter what. Those are very important. They are such simple things, yet sometimes hard for people to do. Remember the story of Peter who stepped out of the boat and walked on the water towards Jesus in the storm. Remember when he started to sink. He started to sink because he saw the wind and became afraid; in other words, lost his faith that he could actually walk on the water without sinking. Basically, the very thing he became afraid would happen, happened... because he did not believe. Your thoughts have a huge impact on what happens in your life, whether you know it or not or whether you even believe it. (This was actually the topic of Enjoying Everyday Living yesterday.) If you start thinking the wrong thing, start saying the right thing, and that will interupt the wrong thought.
There is a saying, and it can apply to pretty much anything, whether praying, going to church, reading the Bible, or anything!
"Do it because it's the right thing to do.
Then do it because you want to do it.
Then learn how to do it the right way."

Look around you, What do you see? The sky, the sun, the moon, the stars, the planets and everything else up there. Then look at what is on the earth, the waters, oceans, seas, lakes etc. Look at the four seasons. What do you get when you plant a seed in the earth? And how about the miracle of birth? God has given us all these. What more do you need to believe?
God is like the wind, you cannot see that neither! But you can feel the wind!

because you are missing the signs. look at your life. what is good in your life? that's a blessing from God. He loves you unconditionally as His child. maybe you should try praying and see how it will affect your life. go to church see what you can learn. God doesn't convince anyone to believe it's something you feel in your heart. and that's not just with christianity that's any religion. so don't think i'm trying to get on my holy high horse. i know i'm not perfect. i know i have my flaws. i do sin christians aren't perfect. the difference i have accepted Jesus into my life so as far as i am concerned i am forgiven as long as i repent. maybe christianity isn't the religion for you. but i can't imagine being with out my faith and spirituality and feel sorry for those who have none. and to answer does He care. yes He does. i hope by the nature of your question it is because somewhere deep down you do believe that there is something bigger than you or me and that curiosity will help you find your faith. (even if it's not christianity)

Here's an experience a friend of mine had last week. We're Jehovah's Witnesses and, as everyone knows, we go door-to-door. She knocked on the door of a woman who said she had been praying for a sign from God to know which religion was true. She asked in a condescending voice why, since she had to drive past the Kingdom Hall of Jehovah's Witnesses every day, wasn't there some kind of sign to show her that it was the true religion. My friend said, "Tell me, when other Witnesses have knocked on your door, did you answer?" The woman was so embarrassed and had to admit that she hadn't answered the door for Jehovah's Witnesses previously, although they've called numerous times.
The point is, maybe you've been ignoring the signs God is sending you.

Then best thing you could do is have a free Bible studies with the Jehovah's Witnesses, and then you will be convinced. Pray to God through His son Jesus Christ that you want to learn the truth, and if you're sincere, they'll be at your door soon.

That is because you aren't seeking God with all your heart. Jesus said, "I AM the Way Truth & Life. No one comes to the Father except by Me." "Seek & You shall find."
God is looking at your heart. Does your heart care at all? You need to seek God by praying to God (look up). Have faith in your heart. Faith comes by hearing & hearing a word about Christ / God. Read the Word of God out loud. Read the New Testament out loud. Hear yourself speaking a Word from God. Go to a bible faith Christian Church. Hear a faith preaching preacher. Some preachers teach condemnation & you don't want to listen to that. You want a preacher preaching Gods promises and building up your faith.

What makes you think God is trying to convince you of anything? Can't He choose who He wants out of an entire human race of people that would rather reject Him? You put too much faith in human ability and a negotiating God .

Why should He? The choice is yours, not His. Why is He not trying to convince you? For the same reason Jesus did not try to convince the Jewish leaders when they asked or demanded proof of His Messiahship.
