In many deparments seniority determines where and when you work. New officers tend to get the worst shifts and the worst neighborhoods to patrol. As new officers come on after your hire date you may get more choices because of your seniority.

If the dept and district is small enough there may only be one district, as for a large city, after orientation and training you are assigned a beat for a period of probation and then moved where needed. It is up to your own development as to dept you stay in
such ast traffic, patrol, and various special units, If you work for a county (deputy sheriff) or as a state trooper, you will be assigned to a region, you have more of a choice as a state employee because after completing the acadamy you can apply in the region you want to live and work but then you are assigned your beat

A police officer, like any other employee, serves at the pleasure of his master. Management will assign the patrol area.

you can request a district or area or shift or department,
Also do so, the bosses love a good laugh.
They will assign you where they want you to go, after years on the job, you can request areas but even then it is up to management.
They will assign you to what shift you are to work, they will assign you to where and what duties you do.
Also after you are hired, you will go though the police academy unless already POST certified, Next after the school you will do @ 6 months of field training with a field training officer before you are on you own. So it is likely you will field train on one shift in one area but may be assigned another area once you are on your own.

No rookie patrolman , or any police officer for that matter, can pick and choose wher they will be assigned. You may put in a request, but whether your request is granted remains to be seen. Every case is different.

"John" beat me to the answer, but have to more add, except that some smaller departments, get to switch easier with each other for shifts. But bigger departments have platoons and every one on a certain platoon, have their assigned shifts.
