how old is the yeast? Too much salt not enough salt : sugar when your rising then are they kept in a warm area or hot area or for that matter a too cold of a place. The first ones i made i had them too warm they formed a crust and could not rise Put a bit of oiled cling film over the tray while you are rising them.

Before you use the eggs flour milk or any of the other ingredients you must pour your yeast into warm water and mix in sugar. This allows the bacteria to grow so they can produce the CO2 that causes the dough to rise.

Old yeast or you have placed the yeast in too hot/cold water. It has to be just warm. Then you need to place the dough in a warm area. If you have a good pilot light in your oven, that should be warm enough. If not, just BARELY turn your oven on - just long enough to heat it up and then turn it off.

pour yeast into warm water and let fizz for 10 minutes
Pour into the dry mixture and form rolls
Cover and put into a warm place and let rise for an hour or 2
then bake!
make sure before u make you let rise until its doubled in size!

well you didnt give much info but maybe your not letting the yeast disolve in warm water or milk? it has to be a certain degree or it wont activate. maybe youre not keeping it in a warm enough room when youre letting it rest? that too is pretty precise. good luck

Maybe too much water. Are you kneeding the dough?
