in the USA it's most common to use the mother's maiden name first. For example: Mother's last name is Johnson, Father's last name is Smith, child's name would be Johnson-Smith. As women traditionally take on their husband's last name with marriage, the child also has the father's name as the official "last name".

If you use both last names, the one you use first will become the "middle name"... I used to have my mom's first, and it was always used as a middle name and my dad's as a last name... It was a hassle, so I took it away.
In Mexico, however, dad's name is first
