This would require you to be no higher than about 10-15% body fat, meaning, you may have to lose a total loss of fat around your body before you loose any chin, contrary to the face, yet similar to the abdomen and hips, wich require being in the 6-8 % range.
For men (and women who don't mind), results can be accelerated by increasing muscle tissue. This will help your percentage out by burning just a bit more fat, but if you do not balnce diet and exercise correctly, you won't loose enough fat to make it happen.
The second chin is often hereditary and common in specific races and regions, however this does not mean that you can't eliminate it, you'll just have to work a little harder, and if you're goal is an attractive body, then why not?
Just remember when losing weight and improving BMI, you have to balance exercise, nutrition and rest, or else you'll cripple over and end up in the hospital.

If you are losing weight, you must come to terms with what you've done to your body.
Once you drop enough weight, your body will lose the fat, but your skin may sag if you lose more than 10 pounds per month.
Yoga will do nothing for your chin skin sagging after weight loss.
Use a good skin conditioning creme and help your skin retain it's elasticity. Drink tons of water and exercise and eat healthy food. It's a simple equation.
If you still have the waddle under your neck a year after reaching your healthy weight (and maintaining it). I recommend surgery. The only real way to take in excessive loose skin.
By the way, no product can spot reduce fat. It's a metabolic process and it's not controlled by fat burning lotions. They don't exist. Neither do fat burning pills that promise to reduce trouble areas. You can't spot reduce. You can only drop body fat by working out and getting lots of cardio.

A lot of times "2nd and 3rd chins" are hereditary and mostly skin. If it is related to being "chunky or fat" then just by exercising and reducing your body fat the chin will follow.

It depends on your age. If you are young, the chin thing will resolve itself.
