That will be a recording of a 911 call. Those are not routinely put on public websites for people to download. For even an attorney to get copies of a 911 call, they have to file a subpeona. And news agencies have to file Freedom of Information Requests. And those can be denied for many reasons.

You can call your local 911 center (not on 911!!) and explain to them why you need such a call, depending on why, they may or may not release a copy to you.

If you work with a local Fire &/or Rescue Department you can try to get a copy through their dispatch, since calls are recorded. Though I'm sure there would need to be editing to the names/places to protect identities (probably why it's difficult to locate on the internet).
