Well, honestly, best course of action: start deposing heads of state who refuse to acknowledge AIDS as a problem and purposely keep their people ignorant of the threat. Once you get a few people you can work with, start sending aid. Otherwise, well, who says you have to help? I mean, I am a nice guy and all, but I have decided official intervention is definitely not worth it just to give aid. Where has it gotten us? Nowhere. In fact, we are resented for it rather than appreciated. Now, if NGOs want to handle it, by all means.

I know this is politically incorrect and will offend many persons, but we will not ever get this plague under control until we quarantine the people who are HIV positive and have active aids. Identify the infected and separate them from the healthy population so they can't give it to others.
